CF Grant Program

The USDA Rural Development Office is currently seeking grant applications for communities interested in making energy efficiency improvements or installing a renewable energy system - e.g. solar, small wind, biomass boiler, geothermal - for their public buildings.

USDA Rural Development has Community Facility (CF) Grants available to help with such projects, and we are looking for pre-applications by NOT LATER THAN JUNE 1.

Projects seeking CF Grant assistance should meet the following criteria:

  • CF Grants for Renewable Energy/Energy Efficiency may not exceed 15% of the eligible project cost or $50,000 -- whichever is less.
  • Eligible entities are State, County, and Local municipal jurisdictions, including tribal governments. Also non-profit, community based organizations that meet the qualifications of RD Instructions for Community Facility Borrowers and Grantees may qualify.
  • The project must be located in a community with a 2000 Census population of 20,000 or less and a Median Household Income under $37,108.
  • Eligible Facilities include public buildings, street lighting, emergency and warning lighting, supplemental heating, schools, libraries, and other public service buildings and facilities. Ineligible facilities include golf courses, swimming pools, zoos, and any project related to a gaming facility.
  • Technologies may include any of the following provided they are commercially available (i.e., have been widely deployed in the US and will have warranties of at least 5 years on all major components): energy efficiency improvements (e.g., lighting, heating, cooling, insulation, & pump improvements), solar electric, solar hot water, small wind turbines (<100>
  • Renewable energy produced must be used to offset (net meter) the existing cost of energy from current sources. Energy may not be produced for sale or resale.
  • Eligible efficiency projects may include heating systems, lighting, water heating, and other purposes.
